In a vast bowl, hurl potatoes on the whole reason flour to coat. Place covered potatoes, onion, garlic, chicken bouillon granules, farm dressing blend, parsley, prepared salt and dark pepper in a slow cooker. Blend to consolidate fixings well. Add the water to the blend. Cover and cook for 7 to 9 hours on low. Whenever prepared, add creamer to the soup, blend and cook for 15 minutes more. Sprinkle with cheddar and embellishment with green onion to serve.
